Who Is Eligible for Funding?

There are two eligibility groups, the general group and low-income group:

To be eligible for the General Group, you must:

• Live in a home that falls within Council Tax bands A-D in England
• Live in a home that falls within Council Tax band A-E in Scotland or Wales
• Have an EPC rating of D or below

This group does not include the private renter sector.

To be eligible for the Low-income Group you must:

• Receive means-tested benefits
• Have an EPC rating of D or below

If you’re eligible, you may receive a single insulation measure.
